Well I know one of the reasons behind this is they don't buy their SA's in bulk at all. It is always one at a time vs the other lfs' that buy them wholesale and have a tank full.

Congressional Aquarium has been around for a long time by catering to the high end of the market.
The store is in a relatively high end area...is clean and attractive...in an area that hasn't been hit as hard by the recession as other areas. It's one of the very few fish stores that my wife will go into without complaint about smell, creepy people, etc.
Congressional also has pretty good coupons via their email list, mail, etc.

PS If you're in the DC area you should check out the Capital Cichlid Association (www.capitalcichlids.org). People regularly give away (or nearly) big fish and there's a monthly auction at meetings.

The most overpriced store in my city is a Petland. They are growing and building new stores across the country and the price structure is part of the franchise agreement. It's the guys who think they're going to make a living selling feeders for two cents a piece who don't last a year.

I've seen that price around here on a 6 incher... and it's fairly normal here (although prices drop greatly in the spring). I got mine for 40 or 50 bucks though.
