Very few here can help you. Your talking about a tank that none on mfk that I know owns one even close to that size and we primarily keep freshwater on here.

I'm honestly hoping that the OP can at some stage build a 10K gallon tank whether ir be salt or fresh...

But also keep in mind, building it is one thing, the cost of maintaining and running such a large tank wont be cheap either in both water and electricity expenses...

The filtration required / lighting etc is really going to burn a whole in your wallet, along with the possible food bill for your fishies...

^ i like that member aparaman or something undeground 15K gallon tank design as well, seemed to have a hatch that you could use to enter the tank from above...

I even remember a video of him using a rubber dingy or something to help catch fish from his tank...

Do you have any idea how much even a small 2,000 gallon acrylic tank costs? I am thinking that you don't, especially if you aren't even keeping fish right now.... I do know that it would cost more than many new cars. A 10,000 gallon tank built on site would be prohibitive.

Why don't you get quotes from ATM and Fishtanksdirect for a 10,000 gallon tank. I'm very curious.

why don't you start of with a 100 gallon tank if you're going too do salt! because... you've never kept salt before (at least thats what you said). you didnt mention having any other tank besides that 65 gallon (btw, too small for a teacup stingray). Also the electric bills would be insane probably with all you're energy bills not just the tank around 10k plus the massive amounts of food & you're doing a saltwater tank which I know nothing about but you would have to have the salt and chemicals to make the parameters right (and enough for 10,000) gallons! I don't know how much that would be but id estimate around 1,500+??? how much do you think you would spend on fish, are you planning on doing coral because I would guess that other than zoos not to many hobbyists have 10k gallon saltwater reef tanks. also most people who are somewhat new to aquariums in general don't start of with a 10k gallon tank much less a 10k gallon saltwater tank. but if you think you can pull it off without than go ahead.

Salt runs about $50 usd for 200 gallons worth of it. It's true, start up cost on saltwater will be enormous, but what gets yah in the long run is maintaining it, unless you're a millionaire I'd go with a smaller tank and maybe if you have the desire upgrade. By far a 2000 is more managable than a 10,000 gallon. But if he thinks he's got it in him, then by all means go ahead
