Big Trouble

that will be way overstocked once every thing gets some size to it and with that little of a tank some of your fish are bound to kill eachother but if you put them in a larger tank about 2 to 3 times that size you wont have much to worry about cause of all of the space

1 Pleco Depending on the species, this could be good or bad. Commons, "colombian spotted", gold spot, and sailfins are all too big. you should get a clown or bristlenose.
4 Panda Corydoras these will be fine
4 Albino Corydoras these will be fine
4 Cherry Barbs be sure to get either 2 males and 2 females, or 1 male and 3 females
6 Tiger Barbs a bit aggressive, i wouldnt put them in with the cherry barbs.
5 Kuhli Loaches funny active fish, they dont really bother anything.
4 Zebra Loaches "^"
4 Dwarf Loaches "^"
2 Ram Dwarf Cichlids (Pair) go with bolivian rams, theyre much hardier.
2 Siamese Algae Eaters (or will they fight?) yes, they will.
3 Clown Loaches (I have taken note that they grow quite big but that is not a problem) Yes, it is a problem! clown loaches should be kept in a tank with AT LEAST a 48"x18" footprint. and ythey should be kept iun groups of more than 3. there is no way on earth that clown loaches can be kept happily in a 30gal.

I was also considering 3 Dwarf Gouramis (1 male to 2 females) but I'm not really sure whether my tiger barbs will nip their tails or not...

I'm also wondering whether the 30g tank may be overstocked?

this tank would be extremely overstocked. if i were you i would pick only 4-5 of the choices of fish that you have listed. and don't get the clown loaches!

read my commentary (in red) on the choices of fish you have, then pick like 4-5 of them and ask if they will do well in the tank.
 
K thanks guys, I'll probably remove clown loaches, go with bolivian rams and remove the algae eaters, cherry barbs and tetras. It should be okay now, as long as I keep the tigers in larger groups and I'll skip the 30g for a 55 or larger G tank, thanks :)
