I know this is somewhat an old topic but definitely turn up the heat. Doesn't have to be dry heat though...I had a small water monitor that came with a URI (he was kept in a rivertank with no heat if you can believe that) and all I did was boost the ambient heat to 95 with a warmer basking spot and he beat it in 4-5 days. The heat boosts their metabolism and helps them fight off the infection which I'm sure you already knew.
 
That snake needs injectable antibiotics. Im no vet but I can tell you that tetracyclene in water or stuffing pills down its throat with unknown dosages is not gonna do anything and the URI will come back or get worse and your snake will eventually have to be put in a freezer.

Baytril and Fortaz mix is a nice way to beat a URI
