What's so wrong with American cars? for 10k you can buy/build a badass American car, or you can buy some jap crap and put a turbo on it. There's plenty of suspension mods and engine mods for all popular American cars, most of which you can probably just buy a car that already has it equipped if you search enough.
I'm not too much into to the imports, but if you're a true car guy and want the best deal for 10k, you're a fool for leaving out American cars. In reality it's all about what you spend on the right things, and spending your money on useful things. I'm a tall guy and all of the imports that I kind of liked ended up being tiny when I actually saw them, but if you're tiny, it might just fit you.
I won't rip on imports totally, because there are some awesome cars that aren't "American", but I would still drive the hell out of, but most of the cars that aren't American and are better than OUR tech, are more expensive.

so it's not that i don't like the is300 (definitely zippy) but just wanted to see what else is out there.

Thinking a little different and i don't know what the prices are like over there, but what about a Holden Monaro? It was sold as a Pontiac (new gto i think maybe?) over there so will have your used 'American' car price but is actually an Australian beast......which also means it'll be able to handle well rather than just go in a straight line.
We just finished a built on my boy's S14 SR20DET swap, GT35, built motor, build head, etc. Haven't put it on the dyno yet, but seat of the pants says is 400+ easy, with a crap tune. Total investment in the car was a touch under $11k. We saved gobs of money doing the work ourselves though.

Subaru 2.5RS would be my next choice then. You can pick them up for $4-5k in good shape, then spend the remainder of your budget on motor work and suspension.

dont like chevy but i think a cobalt ss is right around there. caddy has some cars in that range that are beastly.
there are very many that actually fall right around that range. just depends do u need a family car or a beast?
