Preparing water with peat is a standard practice for lowering ph.. many hobbyists must do something like this aily with their fish's special needs. Your substrate may be what has your PH so high.. shrug I don't know. However, if it were me and I honestly didn't know, I would do some reading on the subjects brought forth in the advice you have received.
