debating between sting ray and rtc ?

Agree bichir is what you want had a very similar setup as what you seem to be looking for and I couldn't have been happier with bichirs. in no way with these questions should a ray be considered they require an incredible amount of attention and research.
 
Saw a birchir on youtube and wow they look cool well at least the 21" black one I saw on there did almost like a water dinosaur do they grow fast and eat reg sinking pellets ?
Find a few of smaller lower jaw species and is about as picky with food as an Oscar lol

Ya so overall stock would consist of 2 oscars, 1 ocellaris pbass, 1 BGK, reg pleco, and then eventually add silver aro, and maybe a orino pbass.... Would like a black coloured one like I saw in the youtube video tho he looked pretty wild looking... Do they grow fast to ?
 
Rays are not considered as being part of any 'clean up crew'. They're messy eaters AND demand pristine water conditions. RTCs are also messy eaters and produce alot of waste. These cats need giant quarters and a 300 comm is not giant enough. Plus, I could post numerous pics of small to medium size RTCs with oscars, aros, and other large species in the process of being swallowed by RTCs. Not a good comm species for anything not already larger then these cats.
 
You might want to consider any of the larger Geophagus species. They'll sift the substrate for anything edible. What's not edible will be repeatedly shot up into the water column giving your filters the opportunity to remove the inedible bits.

I have PFS for substrate so not like anything get to the bottom really anyway most debris/poop/left overs sit on top
 
You can also add mts to the tank. These LB snails tunnel through the substrate, keeping it aerated, while searching for any unmetabolized detritis that they can feed on.
