I have an old guinea pig cage which has a plastic base that's is 20cmx120cmx51cm

This is the one I have know my idea was to put a wood frame around the outside of the plastic to give it more support but would this work with dimensions and water volume

Just fill it up with water and see if it bows without the wood frame. You would have to do a leak test anyway

so 22.4 liters, which is approximately 32.3 U.S gallons.

Just one bichir. An albino/platinum senegal (smaller than a normal one) is doable

What tank mates are there I could put with him obviously nothing massive but what would be suitable for the tank

22.4 litres is that correct???

Well if you fill it to the rim and based on your centimeters measurement
