You'd be surprised how strong ceramic can be. And since the tank isn't very tall, it shouldn't have any problem holding back the water.

Silicone shouldn't be an issue either. The stuff is designed to fill gaps, so as long as the front frame is reasonable straight and level, he shouldn't have any problems.
 
That's gonna look sweet when finished! Keep us updated, I love working with clay, what color are you going to glaze it?
 
I'm thinking a gray or a brown, I want it to looks natural not like a unrealistic color.
 
this is sort of random, but have you considered embedding dry ferts in there so you can have a massive slow-release clay root tabs? :)
 
I might make it have some native american designs but I'm not sure yet.
