This past summer I just used a blue fox spinner. The gar were all schooling up shallow. I would cast out and run the spinner shallow past the gar's nose. Most of the time they went for it. When they grabbed the spinner I would give a lot of slack and then set the hook hard. Of course I would yank the spinner out of their mouth sometimes, but I managed to hook and land quite a few shortnose gar this way.
We caught even more in the minnow seine.
