A 40 would be a great tank for a single specimen of any painted turtle (souther, eastern, midland) though for a tank that size I would shy away from the western painted as they get pretty big, or you could try one of the smaller mud or musk turtles. I would also stay away from red ear sliders for a tank that size. If you have never kept turtles befor I would also stay away from any river turtles (rio grande turtles) and the map turtles as they are pretty picky when it comes to water quality and will get shell rot and other infections faster than others.

and if you've ever actually seen a fully grown lawnmower or even a bicolor, you'd reconsider putting one in a ten gallon
 
scooter blennies generally dont take to prepared foods so the best way to keep them alive is in big tanks with plenty o' live rock and preferably a deep sand bed and/or refugium
 
well i said what i'd do...

but some other possible fish to consider would be

a smaller dottyback
any number of nano gobies
shimp gobies w/ or w/o shimp
smaller cadinalfish
firefish
some cool inverts: boxer crab, sexy shrimp, porceline crab, zebra shrimp, different types of hermits and crab, etc

but i'd still stick to just one
