I was at my local fish store recently and they had electric blue jack dempseys for $40 each. They were about 1 inch long. Is this a fair price?

hell no. $40? 1 inch? they have to be amazing or the owner is ripping people off. which LFS is this at?
I wouldn't pay it. It's hard to grow these fish out over 3"-4", and most of them die before this point. At 1", the most I'd pay is $10 per, and even that would make me cringe.
Yeah, thats a fair "Retail" pricing. Thats standard...but we folks here on MFK sometimes get spoiled by member deals. But then again whats a "Great" deal anyways.
I have a female Cuban 6" for $10 and nobody wants her....supposed they are sought after too. I post my fishes for lowball cheap on many forums and Aquabids and CL and nobody buys them. I give it to a LFS that sells it for 3-4 times the credit they give me, SOLD the next day

Saw some today at my LFS maybe an inch or less for $35.. Had sold on the tank so I would say that is an average price if the market is small
It depends on the area too. Not everyone has access to EBJD or know their origins. They walk in, see a pretty little blue fish and think "oh wow, never seen this before".
