I havnt in person but a member once posted a pics of his tank with a couple armatus, GATF, and other monsters. He also had some huge tats (not as big as the armatus) but they still could easily be IDed as tats.
Besides look at that adipose fin. It contrasts HIGHLY with caudal fin. IMO a tats will never be like that. The fish does look a little skinny though. Mine is about 7" now and appears much thicker that that. Perhaps that could be what is throwing you off....
The adipose looks to me just like my tats.... My tats all have pink adiposes. My Armatus has a "glowing" pink adipose. It is A LOT easier to ID fish when both species are side by side.
I'm NOT saying it isn't an Armatus. We all know if it's 15 in. it probobly is. Also if it killed off 9 other payara...............
The 2 features that puzzle me is the adipose looks very pale compared to most Armatus. The fin under the adipose looks small to me...that is one of the first things I noticed about my Armatus compared to the tats....the overall size of this fin. Then again....I'm talking juvies.
Whats throwing me off is the lack of full grown Tats.....No one was 100% on the R.W. Armati (lol plural?) because it was rare to see them that small. Same deal here.......how do we all know that the Tats don't develope that white edge on thier fins with age?

Also the eye in the last pic does look like Armatus.
Again, IMO (Ive never read this anywhere so it is entirely 100% my opinion so most likely is wrong) its not the COLOR of the adipose fin rather the CONTRAST of color between the adipose fin and caudal fin.
My tat had a bright maroon orange adipose fin, BUT it perfectly matched the color of the caudal fin. In pics Ive seen I have noticed that this is 100% true while many other possible ways to ID are not 100%.
Ya he is pretty skinny right now I agree...he has been pretty stressed out recently. I was doing a lot of traveling for work and kinda let my 125g tank go and it got overwhelmed with algae nastyness. My 125 was a planted tank and after he killed all my loaches, cats, pleco etc the snails took over and everything went to crap pretty quickly. He was looking really stressed so I just setup my old 55g as a temporary home for him while i gut and redo my 125. Poor guy is so cramped in there he can barely turn around. He finally got his apatite back last night and started hunting the feeders in there with him so thats a good sign. i'm actually looking to pickup another 100g or so to dedicate just to him that way I can redo the 125 as a planted tank again and his will be easy to keep clean.
Is he jumpy? If not he may be ok in say a 220 with an 8x2 footprint for a little while, but if he is jumpy a bigger tank is needed.
My armatus isnt jumpy so I feel that they can be kept in a smaller tank relative to other characins of equal size. For example a 12" ATF is so jumpy and fast they make even big tanks looks small. Armatus' just dont seem to be that way.
c'mon man.....how bout you send me your Armatus and I'll send you all the payara I have left that my Armatus hasn't killed yet......You pay shipping and I'll chuck in a pair of indos and a pair of silver dats.
Or we could just trade Armatus.......Mine is destroying freeze dried krill at a rediculous rate....and charging market shrimp. I wouldn't have a worry throwing a 15 incher in with the rays......
I'de like to see pics of this 15 incher in a 12 inch wide tank.........
He seemed just fine in my 125 at his present size he wasnt jumpy at all. for the most part he hid behind a huge flat rock i had standing up on its side and then when i would drop the feeders in he would shoot out from the side and snatch em up and go right back to his spot. then at night he would come out from hiding and lean at an angle with his head down and scope for any feeders hiding in the low lying plants. your right though he is going to grow even larger so i should prolly look into a 200g or more...
maybe thats why he only grew as much as he has in the time i've had him.
