Pond filters come in many different styles. Which one are you comparing the Ultima to? The Ultima is a pressurized filter with backwash capability. They have a patented bead and backwash jet. If you want to build something similar then the closest thing would be to convert a pool sand filter.

This looks exactly like my pool sand filter. I think the biggest difference is the media, bead filter, that you may have issues with duplicating in a DIY set up.

Another question, what would be best to use to cause a disturbance at the surface level? Right now there is no movement at all, looks like no water is moving within the tank. Is there something better to use than a large air stone?
 
A pump, either power head or a pump and build a surface spray bar.

You got your return straight down...I have a 90 deg elbow pointing to the other end of the tank which breaks up the surface. Be careful...lots of splashing and noise. You can also drill a small hole in the return near the surface to create your own venturi. Try to drill it at an angle like two lanes on the freeway merging into one. Sorry trying to give you a picture of what I'm saying.
