Bloodworms and ghost shirmp do not have enough substance. You need to get him on blackworms or chopped night crawlers immediately. He is very skinny. If you do not do this he will likely die
 
+1 chopped earthworms! I know alot of people say bare bottom tanks for rays works but in my opinion the only defense the have is their tail and their ability to bury......denying them the option to bury has to ultimately cause stress may wanna get some pool filter sand so it can get comfortable and adjusted to have the best chance to bounce back

You should also be aware that he'll grow large enough to need a very big tank, by most people's standards. They are not a fish you're going to keep just like any other--rays have very specific needs with regards to nutrition, environment, and filtration.

And as an aside, bloodworms and especially beef heart do not make a good staple diet for any fish really.
 
He won't take the night crawlers.... And yeah I know I have tanks to upgrade him! It's a grow out tank! And yeah I feed blood worms beef hearts and pellets and I'll throw in some goldfish once in a while for them

It takes persistence to get a new ray to eat keep feeding but don't leave food lay too long just keep trying and keep the water super clean
