In my opinion, you should wait to do a dedicated fishroom until you move out and have plenty of money saved up for start up costs. In the meantime, set the 10 10g's up and breed as many fish as you can without sacrificing quality of the fish.
Currently making a fish room with big tanks like you to breed africans. I found that if you watch second hand sales on places like craigslist and even here in the marketplace its easy to get tons of tanks. The issue becomes affordable providing adequate filtration as well as paying the bills. The rest you can manage if you are shopping all the time. In one years time I acquired 1,600 gallons of fish tank for about a little over 1,000 dollars. The markets right now are full of people moving and selling tanks.
