For every one part of bleach you use 19 parts of water. The measuring unit doesn't matter, as long as it is still a ratio of 1:19.

Dilution? I dont know what that means but i'll tell you what I used... Water and Bleach More Water Than Bleach. What does 1 part bleach mean and 19 part water i never got that factor.

I'm guessing it means that there's 19 times more water than bleach...so 1 drop of bleach for every 19 drops of water? idk
