As for your turtle I think a big school of Monodactilus argeneus would be a great bet as would archer fish (perhaps the archer would be better left for a larger setup because it likes to have a more calm life stile) Scatophargus arent recomended because of their poisonous fin rays. Avoid anything you think would be dangerous for your turt. Monos can be very competitive so target feed your turt but apart from that are really hardy and peacefull
if you decide to make your water salty
you can put fish like the NGT aka New Guinea Tiger Datnoid or AT aka American Tiger Datnoid...
Those two type of datnoid can thrive in brackish water

FRT's should not be in brackish conditions!
I have peacock bass, catfish and plecs with mine. There's a mbu puffer in there atm and he's fine but i watch him closesly as much as possible just to make sure.

Thanks everyone for all the recommendations. I'm leaning toward a school of some larger rainbowfish species (perhaps Red, Boeseman's and some other species) and one or two New Guinea or Silver Datnoids. I've been told that some of the rainbowfish are capable of living in slightly saline waters, does anyone know of particular species that they know are? I've read that the red rainbowfish are for sure. Anyone know about the Boeseman's or other species that could curvive higher pH?

Ha, I'm sure he/she would love it! Might even tolerate his smaller friend in a few years when it is larger in a tank that sized. Here are a couple photos:

No gars with FRTs
Someone I know lost his FRT coz the gar decided to try to eat it and the FRT got it's hind flippers eaten and it died from shock
Try Eartheaters. They are colourful and easy to keep and they are good at eating left over food and they are not aggressive
Or you can keep faster fish like red hooks and silver dollars or even the tinfoil barb if your FRT is nippy
