Ok, I found the problem and it had nothing to do with the filter.
I t has only been setup for a little under 2 weeks, when i set it up I failed to mention I used some fine pad i had to line one of the baskets for the substrate pro as it was too fine and i needed to get some media bags. Well i had bought the media bags and thought while i was trying to find the problem with my flow i would put the media in them and take out the pad. Well the pad was blocked, not just a little but the water would just sit in it when you puuled that basket out!! so i tossed that and now all is good. I still can't beleive how quick it blocked the fine pad though!!
