General saltwater Questions?

My store gets real Live sand i know this because it has real salt water in the bag. It 25.00 for a 20 pound bag.

I have helped others sump, but dont know enough about it at this point to really tell you what to do. Working on plans for my own, but I know that it needs to be a certain size so that if your pump goes out the sump doesnt overflow. So you would have to calibrate it so it wouldnt overflow a 20g if the pump went out.
 
i was asking you about that because you posted something about if i was going to use a sump in a previous post. Also if anyone could tell me anything on how to build a sump and how much it's going to cost it would be greatly appreciated.
 
I bought 46 bow aquarium at yard sale last weekend, i was wondering if it could be used as reef tank and what would i need to do it i have a budget of $750 dollars.
