Personaly im a strong beleiver in fishing laws and regulations but i seriously doubt the authorities are going to care what you do with a few pbas and gar.
As long as they are the legal size i shouldnt think it would be a problem. Personaly im 100% catch and release but considering most people either take fish home to eat or to use as bait what difference dose it make if you throw a few in a tank, thats if they survive the trip home.
For PBass the easiest method would be Live freshwater shrimp, simply pin a no 4-5 circle hook thrue the back near the tail and have that under a float.
What type of gar are you talking about?, Snub nose gar are childsplay to catch, simply put a small peice of bread on a size 9-10 hook under a float.
