Look I'm not 100% on exactly what u do. Your fish could very well have amonia poisioning or stunted growth and messed up intestines. You should do some reading about the nitrogen cycle and how to do proper tank maintenence. You cant just clean the tank and the filter out whenever you want. You will effectively kill off all of your beneficial bacteria that maintain proper levels of ammonia and nitrites. Do a search for these things and do some reading.
 
dont want to be repetitive but, one of the previous posts is correct. with that small of a tank there are so many things that could be wrong. while stabilizing the temp may pull him out of the funk he's in today. its unlikely he will survive 6 months in that little tank.

knowing the quality of your water alows you to take steps to improve it.

Whoa! Absolutely next investment make it a 55g at least. If budget allows, try for a 75g. At least he can live in it for the rest of his life half way comfotably.

10gs are for guppies and fry! LOL
 
this situation is the exact reason that where i work i wont sell a fish into a tank smaller than its lifetime tank. because something always comes up, living arrangements, money etc. what ever it is its the fish that suffers. (sorry working a pet store does make you a little cynical)

i would push and push to get that "80+" (what ever that is) into your current house. put it in the basement, in the closest, where ever. doesnt matter if its a good display location. you said yourself that you're moving soon.
