For 3 grand, I would get a used tank on CraigsList. You might be able to get a 300 g with stand for about $400-500? Then I would buy AC 110's because they're the best bang for the buck when it comes to filters. My eheim 2217 cost about $120 and it's great and quiet, but it only pumps out 265 gph. AC 110's are about $80 new and pump out almost 500 gph. It's a little extra noise but it's worth it to me. I'd get 2 big eheims and 2 fluval canister plus a few AC 110's and you should be pretty good.
For the aros, I'd buy em small. You can buy a baby aro or baby jardini here in LA for cheap ($7 silver and $15 jar) and i would raise them out like that. It's more fun (to me) to watch them grow up to be monsters in a few short months.

if you plan on keeping arowana i would spend the money on a wider tank.
or you can buy my 8x2x2 glasscage tank for half of that price.
to save money, i would say build the stand, make a DIY sump, out of a 75-125 gallon tank fill it with scrubbies . get two 4ft t8 light fixture to light it.
