If the actual gills are not showing respiratory actions, I don't know...could be an injury, I'd say this would be a serious issue. If it's the spiracle there could be some kind of obstruction or injury but I don't think it would be as serious as the other situation.
Hopefully, this is just a temporary situation and the ray will begin acting normal again. Keep a close eye on him and if it hasn't resolved in a few days or if the ray seems to be going down hill, you may want to do a close inspection by putting the ray into a tray of tank water and looking to see if you can determine what's going on.
