Ammonia and nitrite should be zero. This likely means that you don't have enough filtration. How long has your tank been set up? This is most likely what's causing the gill curl, and if you don't get these in control, your chances of reversing the conditions are zero.

Edit: Oh, what type of filtration are you using?
 
When i got the fish at the Lfs he already had the gill curl pretty bad i didnt think it was a big deal i thought he got damaged then i did more research and i found out about gill curl. so yea -.-
 
HOBs are not the best choices for fish with heavy bioloads, in my opinion. There's just not enough room for biomedia in those little boxes. You need a lot of space for bacteria to grow, and chances are, you're using those filter cartridges full of carbon which come with the things. So, you've got no other media on which to grow your bacteria.
 
Well, you're certainly not helping it. You may be able to fix it, but you have to get those parameters under control, and you've got to get some more filtration for this guy.
 
Yea they both come with two sponges each for the bacteria grown on bacteria. I know this may sound stupid but a friend of mine said if i rinse out the sponge that the bacteria still stays so i been cleaning i wanted to ask if i should just leave the sponge dirty instead of rinsing it will that help in anyway.??
 
Are you rinsing it in tap water? Please tell me you're not, that you're rinsing it in your tank water after a water change, right?
 
you should throw a canister and some large lava rock in and on the tank...lava rock to act as a natual filter, lots of poors to fill with bactiria
