This is what I would tell my potential buyer. Give him all the information so he knows everything and can be sure that's what he's looking for.

Just like any fish, tail is always included so I would say 12". Streamers don't count because they break off easily and can vary from top and bottom streamers. For those that include streamers if they were to buy a pleco at 12", not counting streamers, then they would just be getting more than wut they thought it would be.
I thought I already posted here. I count the tail but not the streamer, as it can vary too much. So, about 13" TL
