That sounds like a plausible method to get a permit process running. In all liklihood, the permits should only pertain to line-bred strains of aros. That (IMO) would be crucial towards ensuring that poachers and farms do not further deplete wild stocks in their bid to garner their piece of the pie from US sales. This way the US gets asian aros, the farmers reap profits, and the wild stocks are left intact to continue rebounding in their numbers. And the permit money can aid in the conservation efforts.

Exactly. All fish imported would be CITES certified from a registered farm, and be at least F2 generation line-bred.

One example of the kind of conservation I'm talking about is that in Cambodia up until this month, there was no federal law against catching wild aros. Because of CI's work there, and their work with local officials, this month a country wide law was passed making it illegal to catch wild arowanas in Cambodia. Part of what CI does is work with local tribes and local government to ensure policing of the waters that hold wild fish. For example, CI actually hired a local police officer and a local tribesman to patrol the waters that the fish inhabit.

Even when people think there is no chance, there still are things that can either stabilize or sustain wild numbers in limited areas.

These farm-bred aros don't factor into the wild stock population numbers since these farmed aros are line-bred and not suitable for release into the wild populations.

ditto. You can have an animal that is near extinct in the wild, but is bred like flies in captivity. The captive stocks aren't counted.
