As i mentioned in my PM that's normal behavior for an aro. He's not used to a new tank and will tank some time to settle in. A bare tank is very open for a fish and can make them feel insecure as well they will become accustom to it but might make them a bit nervous in a new surrounding. Dim lighting, Adding background, floating cover are all good tips to help calm him. Can always be removed after he settles in if you prefer the bare open tank. I personalty like the look when the back is painted jet black.
He'll settle down soon and even then you'll still see this behavior if something excites him like food. Mine goes nuts on the glass when he sees me walk up to the bag of pellets, or the freezer knowing I'm bringing food.
As for cycling, we talked quite a bit about it so i wont run through everything I said in a PM. It's always better to have it cycled first but not the end of the world, just test regularly, stick to the small water changes as needed. The trick is not to do unecesxary water changes when cycling a tank becaus eyou want SOME ammonia present so that the cycle can build up.
When the ammonia climbs, or nitrites spike do a 25% water change, add you prime and for the stability product wont hurt, i wouldn't dump it in, follow the instructions on the bottle. Oh and tank size is fine, bigger is always better but it's a decent sized tank for a solo aro.
Personally I would do another dosage to be safe, Maybe even keep going until the tank is cycles ie. ammonia and nitrites shows almost 0 in tests.
The way i look at it, if your adding it when it's NOT needed it wont do any harm, But if the tank isn't ready and you stop the tank could crash.
Another option is not to use it for 2-3 days after each 7 day dosage and see what your tests show, If the ammonia and nitrite do not start to get higher then stop using the stability, if test show either of them climbing start another dosage.
just do what is necessarily have to be done.. you worry too much, worrying won't help. Becareful playing with chemicals as it may do harm/kill the fish, just do what is needed.
