You won't need an air pump if your tank has good surface water movement from a filter or water jet. An air pump might be a good idea if your tank is highly stocked, just to make sure there is enough O2 in the water. Also, water at higher temps holds less O2, so if your tank is running hot, the addition of an air pump would be a good idea. In general I don't use an air pump. I only add it for those hot summer days when the water temp gets into the mid 80's.
 
Agree with everyone stating that you will not need one if you have a nice "waterfall" into your tank. ALL fish breath air, some gulp air from the atmosphere while other primarily use gill function to "filter" oxygen out of the water. this is why the need for bubbles or water surface breaking is needed for the exchange of those gases and to replenish oxygen back into the water.
 
oh ok that makes sence well in my large tank theres a lot of water movement so i wont put one in there but on my 40 gallon well that is still up in the air

remember that it is not just about water movement, but break the water tension on the surface to aid with the gas exchange.

You should be okay then, just a question though....why do you not like have an air pump or air stone?
