This is correct.
You don't need splashing at the water's surface, just good movement and surface ripples ...if the water temperature is not too high.

If the water temperature rises (hot day), you may need to increase the surface agitation by throwing an airstone in. Usually the fish will let you know if there's low oxygen content by their actions... gasping and gulping air at the surface.
