I would refuse to setup a sponge bob tank because it looks incredibly tacky and is a terrible environment for fish IMO. Fish should have plants and should not have colorful gravel.
I am 21 years old, and I wouldn't turn down having a tank like that. It's cute, and comical.
It would be perfect for a child- especially ones with learning/attention deficiencies. As movement, and color are stimulating for them.
It's good for the imagination- and like you said- to each their own.
Hate it a stong word.. I thing you need to work out some of your own issues before you go hating on someone because of some pieces of colorful plastic in a fish tank.

Sorry but that is absurd. You are confusing your own aesthetic tastes for what you think fish like or need. Acting like a fish whisperer is much worse than a sponge tank. Just saying.
My nephew is autistic, and was severely lacking in development- I started babysitting him, and at the time, I had a tank of colorful african cichlids, and I could see a vast improvement in his attention, and ability to start saying words etc.. he could care less about the tanks I have with my SA cichlids.
