8.2 is your pH.

Before we go any further with this setup do you have a Liquid Test kit yet?
On top of that you need to get a gH/kH test kit as well. Knowing the gh/kh of your water is important. Again we are getting to the hightech end of a tank but it is important non the less.

If that's the best LOCAL price you can find I would use it.

I do have a master test kit for freshwater but it just has ammonia nitrite nitrate and PH. OH and I came by a GREAT sale today. My LFS has been slow apparently for a couple days so I went in and they was signs up saying half off aquariums. So I got my 20L and I was like hey what about some Eco-Complete? Is that on sale too and she was like... "Uhm... SURE!" so I got the eco-complete and tank half off! YAY! So yeah that's great. I gatta get the filter plants and fish now. Oh... and the light.

GOOD job on the sale.

FISH are LAST...you need to cycle the tank with existing media which I am sure you have. So cycle the tank WITH THE plants in there then add the fish.

As far as the Betta, what else is going in the tank?
 
I know fish are last I'm just asking for future reference. I would like to add a pair of German Blue rams 4 otto's and some Amano shrimp. (Supplemented with Algae disks since I have no intention of growing algae). I've got a sponge filter I'm adding that's already been in a cycled tank for eight weeks that I'm going to add to jump start the cycle. I will be adding bacteria as well as pure ammonia and testing weekly. Using that method I got my Tanganyika tank cycled in three weeks and that was without the seeded media.
