I had a heavily stocked 20 tall and an ac50 did the job well. If cost is really an issue the 50 will do a fine job. Id say run a small sponge filter on the opposite side the ac and you will have good bio and circulation. (Sponge filters are like 10 bucks for your size range)

I know the 50 will not have a problem keeping my water clean.
I have a 20/mini on a 14 gallon that had two Red Belly Pacus and two Oscars and it kept my water crytal clear and all the parameters where they should be.
I love the aquaclear line of HOB filters.
