I'm surprised one or more haven't been hit by a vehicle yet, based on your proximity to the highway. I think your best option is to remove the food source and they will eventually move on. Perhaps a temporary electrical fence may help.
 
do bear proof garbage cans keep people safe?

No but they will give up after awhile. Home Depot and Lowes both show them on their web sites.
 
Salt shot. was my first thought, due to children. but frozen paint balls should deter as well & be more humane.

sorry, but I had a dog carried off by mntn lion and they kill all around our town so I despise pet killers.Luckier to have bears than lions. you never SEE lions. they stalk lg territories and observe until they succeed.

It's okay to shooting bears....with either BB or paintball to let them know that they are not welcome in your area.
 
I'd give the wardens two weeks to do something about it. I would tell them that, as I have a young child, they have two weeks to do something about it. I would tell them that if they failed to do something about it, I would. Two weeks after that, I'd sit outside with my .44 and wait for the opportunity to take care of it to arise. Mama bear may be providing for her cubs, but papa bear's taking care of his, too.
 
I wonder if you kill the bear is it your responsible for cleaning it up? Lol then again why kill part of the ecosystem when you can just find ways to get rid of it from the area. I understand how might a parent feel though.
