I dechlor the water. I may have not had 98323938742^2 turtles of 134x+3y different species, but out of the two I had, both showed sensitivity to chlorine. I hear they still open there eyes underwater, and don't yours get itchy after being in a pool?

GL
or the time that has passed since the tank was made, planted turtle tanks are a very hard endeavor to take and will certanly not work in 10 gallon, the plants will simply take space and contribute to the bioload(I sometimes recomend putting some Elodea in turt tanks just for nibble on), scrubbing your turtle shell shouldnt be needed if you keep your turtles in a clean and big enogh habitat and I never have to do it
Death makes part of life and a number of my animals have unfornatly died dispite my sometimes exausting atempts to safe them
