Is Luther Sick?

I'm getting sort of frustrated because my Kel "Luther" hasn't eaten for about 1.5 weeks. I see no discernible symptoms of disease.
He appears to have no interest in food.
I moved him into a 58X17X30 tank in June. He went straight in with the other fish. Tank fairly crowded with oscars and another kel. 2 oscars were moved out. All during this he ate like a horse. Freeze dried minnows, sticks (preferred Tetra jumbo) and krill. He was about 10". In September/ October the female kel "Theo" started getting picky on food. She would not eat sticks and it was difficult to even try to stuff them in the krill. I usually put a little vita chem on the krill but it she started spitting those out. She is a notoriously picky fish.
Luther, not at all. Heck he would even hit peas. Late October he started only eating krill. He would eat the Tetra sticks sometimes. Sometimes spit them out.
The 2 red oscars are also liking the krill and don't care much for pellets anymore. Will eat meal worms and love FD blackworm cubes (with VitaChem).

In November I got a bigger tank. 72X24X31. The fish were moved into a plastic trash can for about 4-5 hours until the new tank was set up. Media moved over to new filter.
About 5 days later I made adjustments on the pump plumbing (sort of traumatic on the fish). But they were not moved.
All the fish have adjusted. All are fine. All ate except Theo. Luther just a bit and just Krill and sometimes a stick. Now Luther has quit eating. Last week I put some Tilapia in (first time) and he ate one piece. That is it. He looked at a red wiggler I put in but nothing happened. 1.5 weeks have passed. Theo has started eating. She gobbles up the krill.

I have read all about starving fish, especially pbass to get them to convert. And I have read about fish, notably pbass being traumatized from moves and not eating.
But there is another thing, Luther scratches himself against the edge of the overflow box sometimes. I am not sure if it's nerves, the trauma or what. He will swim around in the tank but usually just sets at one end or the other looking out. This fish used to great me and get crazy when it was feeding time. Not anymore. The oscars and Theo do come up for the feeding time.

So due to the frustration I am reaching out to others who may have experienced something similar with pbass.

Added note - sometimes his dorsal fin is clenched but other times not (if he sees something or other fish swim by his fin is erect). Back in the day his dorsal fin was usually erect.
2nd added note- I have a 5" jurupari in the tank that Luther tried to eat back in October. (Usually theo would get him excited by chasing this fish) I readjusted cave and all is well.
Lately Luther has no interest in this fish. Theo will chase it a bit but really she just hangs near Luther most of the time. Almost like she is worried about him.

Tank is 79 degrees.
PH is 7.8.
0 nitrites and NH3.
Nitrates about 10-20 (just measured).
Last tank cleaning/ water change was Sunday. About a 60% + water change. Tank is only about 4 weeks old.

Added note. The kels are about 1 year 4 months old. Luther is 14", Theo about 10".
 
Try raising the tank temp to 85/86 degrees see if that jump starts his metabolic rate I have taken temps up into the 88/89 on sub adults/adults to get them back on track then gradually lower the temp, I have kept baby bass at 90-92 degrees to grow them out. Your tank temp seems low to me I keep my tanks temp no lower than 82 degrees. BTW your bass are beautiful
 
What does it’s poop look like? White and stringy? Try mixing some garlic with the food and if there’s some food ingested then try feeding hex shield mixed in there or crushed and mixed with food. Hate to assume hexemita.

I had my temp at 83-85 typically then I got a controller and decided to bring down the temp to 79. All seemed fine but the bass got ich and that was the only variable that changed so I figured the temp was the source. Non of the other fish had it, just the bass. So I brought the temp up to 82 and almost immediately the ich was gone. Didn’t even do a full dose of salt.
 
+1 on the temp... seems a tad bit low mine are at 84 and my bass never miss a beat. Could always try a round of prazi they usually eat heavy a couple days after the initial treatment. Fish look great otherwise and at that size can go a while without feeding, they look lean and not emaciated.

I'll try raising the temps. I really don't think it's Hex. He isn't eating so I can't medicate his food. I have seen no white poop.
It almost seems like a physiological malady. We fish keepers often talk about stress but that's a broad subject. Like I say he just stares out the side. He may be towards top or bottom but just staring.
I am also changing the pump settings. Maybe more current will help jump start?

I know you said you seeded this aquarium and it’s new. I would test all your parameters and make sure everything checks out. One more vote on bumping up the temp. I keep my adults at 81 and my babies at 85. I recently put my fish through a salt treatment after a tank move when they started flashing. Two weeks of salt and no more flashing. That’s not to say anything about not eating though the temp should help.

Ok I'm going back to the well.
He still hasn't eaten. It looks like he smells the food and wants to eat. (both bass open and close mouths rapidly when they smell food and go to source of food). The closest , he nipped at a piece of krill today at the top but didn't eat it. He is swimming around. He really acts like he wants to eat but he has not. He seems frustrated. Wagging his tail aggressively at times. He just won't come to the top like the others. Have tried to drop in tilapia to no avail.
Have kept temps. about 83-84 after I raised for a few days to 86. Like I say it looks like he wants to eat but something is holding him back.
He is more animate now but will not eat.
The female theo is pounding down food.
I have added salt. Now at about 2ppt. He flashed again 2 days ago but have not seen flashing lately.

Any ideas?
Feeders? (Only problem is theo will gorge on them).
Medicine?
