Is this as bad as it looks?

Wow Thats crazy. The "the store washed it" idea seems plausable. I would go with that. but deffinitly drain and try to clean it out.
 
Ok, drained the tank completely and flushed out the filter. I just put some carbon in. After about 8 hr's running the filter had about 1% the bubbles as last night. The amount of air seems to be directly related to the overflow level. If the level drops tons of air starts to show in the filter inlet. Raise the overflow level and air stops.

Removing the drip tray to agitate the water in the filter does not produce more bubbles, so I'm leaning heavily towards too much air being sucked in through the overflow vents.

Now the problem is metering the overflows. I have two rated at 700pgh and a 2400gph pump. But because of the 5ft head and amount of elbows I had to install the pump can't keep up (just barely). I've been trying to tweak the ball valves I added to each overflow. But their not exactly precission controls. The level in the tank creeps in one direction or the other, taking up to five minutes to see if a small adjustment worked.

Getting some feeders before my fishes go in this thing.

EDIT: Now that I've been playing with the levels in the overflows and limiting the amount of air, the bubbles that developed over the last eight hours are diminisioning.

I think I"m good now. feeder goldfish have been in the tank for 12 hr's and seem happy enough, eating and doing goldfish stuff. Thanks for the ideas and advice.
 
Get a hand full of the foam and rub your hands together and see what kind of residue it leaves on your hands.
It could be a non scented soap that didn't get rinsed is why it doesn't have a scent.
I don't think anything that goes into a aquarium would make that much foam.
Also take note to how the foam is holding its size and shape.

Call the place where you got it or the place it was made and ask them what type of **** they use to clean there stuff.
 
Not air bubbles in water for sure. There is something in the water making it foam like that, plain old water does not do that, the bubbles pop with nothing to skin them over. I would drain and wipe it out a few times with a clean washcloth or rag and refill drain it several times before a refill test run. I have never seen anyhting like that even in a salt tank.

Yeah feeders still going strong. No bubbles at all in the filter now. I drained and refilled and added carbon. I ordered the tank and picked it up on the loading dock at the LFS so if there was anything in the tank it was from the manufacture.
