Is this tank overstocked

The rope fish, and common pleco will outgrow the tank, but IMO as of right now it's okay, just dont add anymore fish that'll get big.
Just grow out the the Angels, Pleco, African Clawed Frogs, and rope fish to move them into a bigger tank. If you're not going to get a bigger tank, then I would recommend getting rid of these soon.

Say rip to your small fish now, they'll get eaten eventually.

Also, how often do you change your water?

My mom changes it 2 times a month which I know it’s enough she doesn’t have time to do more but I do them sometimes every other week when I do mine and when I get a 75g it’s going to be going where the 29g is and I’ll be moving my catfish and a couple things to it and I’m going to move the fish in the 29g to the 40g in my room
 
With this stocking it honestly needs weekly changes. Those frogs and plecos are very high waste.

Yea I know, the frogs especially but I don’t understand her thought process she doesn’t see anything wrong but I’m definitely showing this thread to her
 
Just my 0.02 ,you'll be fine if you remove the fish that'll outgrow the tank anyway (common pleco,rope fish)Just keep up with water changes (atleast once a week))at one point I had 22 angels in a 75g :nilly: although did have to do 60% Wc every 4 days. The Black skirt tetras I had nipped at my angels leaving their long flowing fins tattered the .I have no idea about the barbs.I would keep a few angels ,a small school of tetras and a few corys.Keep in mind that if your rope fish decides to swallow a cory the spikes on it's pectoral fins will lead to the ropefish chocking.GL

With your current stock I'd do 2x a week water changes if not 3x were not here to jump you or your mom's shi.t were here because we love fish and care for them
