Are you referring to gill curl? If so that is usually caused by poor water quality.

will it heal back?
Well first you wanna get your water quality up to par. Then there is a surgery you can do where you sedate the fish and take it out the water and cut the part of the gill that's curled off so it'll hopefully grow back normal, I believe there's vids on YouTube of how to do it. Wouldn't recommend it if your new at fish keeping or not comfortable handling a fish.

is the soft tissue part can be healed back? seems like the soft tissue curled up not the hard part. I will be doing a water test tomorrow since have to wait 24 hr after prime to know the result.

The membrane is the part you are trimming not the actual gill plate.
