No, I live in Texas and don't need a heater (9 months a year). A chiller, on the other hand, I would need. No basements out here. The "chiller BS" is because most people have fish tanks in their house where it is a little warmer than 65*, usually.
It really sounds like dumb luck that your buddy's fish stayed alive for so long. In your setup, I know the Rio Grande will be ok at 70*, but it's pushing it on the low end for the other cichlids, and pushing it on the high end for the trout. If rainbows were fine at 68-70*, they would be all over the springs in central Texas because of stocking trial and error going back over 150 years, but they don't do well at all and thus there are no sustainable trout popultions around here.
Personally I wouldn't put all fish in the tank at risk on the off chance that this one will do ok, but it's your experiment.
