It sounds like someone fish-sitting for him killed his fish.The fish weren't/aren't cheap, besides they were his pets.
Restitution is in order.
 
We still dont know what happened. How do we know it is 100% the sitters fault. I think we should get the whole story.

Wrong.. Again it's the replacement value and to replace an adult fish with an adult is non-existant so you are forced to replace with a young "available" fish. Unless you can immediatly show fair market value for an adult. Which cannot be done.

Just like your dog story. If someone kills a pure breed DogX, and it's been in the familly for 10 years and is full grown but only puppys are availble for sale then you only get the cost of a new puppy or what you originally paid for it.
