Sounds like the male is naturally mature, but dietary restraints (lack of protein) has yet to allow momma to mature..(ie: birthing capacity)
 
What size is their tank?

I'm very curious, as you say that you use bottled spring water to add water.
 
OK I am guessing they are 9 inches I am tryin to upload pics of them the darker of the 2 is my male He is super handsome!!
 
Ok forusre they are 8 inches just measured LOL The tank is 76 gallon got for the base not height the 90 gallon was just taller same bottom on it. I use like purified water not tap I am not sure that makes a difference. How do I get more protein into them when they hate shrimp and krill. They do eat guppies and baby fish (I dont give them goldfish Coco got really sick once and I thought she was goin to die) What can I do to get more protein into her?? And what about water changes?? Some people do 80%. I am not sure the Ph of the tank will check WHat should it be for breeding and what about temp?? Oh ya and I cant up load pics it says page expired everytime I try and it seems to take a long time I can email the pics if you want
 
Wow, where to start...

You really need a bigger tank. I believe that may be a big part of your problem. You should do a complete workup on your water parameters, checking KH, GH, pH, ammonia, nitrite, nitrate, so on. Rays need lots of filtration and super clean water. I would say, that in a tank that small, you would need to do 50% water changes every other day or every third day. That's a lot of bottled spring water. I'm not sure what size your rays were when you got them, but I would think they should be almost twice that size after three years.

Let's start with that.
 
You obviously care for your rays and are seeking further knowledge and what hawkfish said was right on the money I would think your rays growth was stunted also. I'm now keeping two rays similar in size to yours in a 300 as a growout tank and I'm changing around 30-40 gallons per day which would put you at about 50% water changes daily to maintain good water quality. Good to see you found this site and can further your knowledge. Please go through the old posts and you will learn everything you need to know.
