cardinals hide constantly same with neons if you have a lush set of plants for them to do so. If you get lucky and get a group that is more ambitious then your lucky and should be very happy. Many folks have ran into the issue of them hiding as its what they are naturally set to do in the wild.

If you never kept cherry barbs or tiger barbs, both of these in large schools or stunning and entertaining. very active!
 
Depends on your water parameters. My current batch has been with me for 3-5 years now. I'm losing track, it's been that long. And they don't hide, either!?

Looks great! I've never done CO2 but that carpet is pretty.

I recommend rummynose tetras. They are active, hang out together, and are pretty. You could do a pretty large group in the 75.

I love watching shrimp. Also agree on the otos.
 
I also really like ornate tetras. Hyphessobrycon bentosi

They are larger bodied, attractive, and utter pigs at feeding time. Mine would look for food on the bottom, even going for the bottom feeders' food.

You could easily do both, and then you'd have different body shapes in there.
 
Bamboo shrimp,vampire shrimp,whiskershrimp,missippi grass shrimp,Sumatran blue neon gobies(once tank is established),and orangethroat darters would all be cool for this tank.

Haven't looked into what livestock will coexist peacefully since all I've been concerned with was with the plants. Will shrimp be picked off with some of the mentioned fishes? I like roseline barbs....won't they feast on shrimp?

Amanos maybe not, but large fast fish may drive them to hiding

Bamboo and vampire shrimp are good choices because of their larger size.
