the site has Edit History and IP tracking. The post will show where the post was entered from (IP of the PC that hit the 'Enter' button). Any alleged changes will show in the edit history. Therefore, claiming someone else changed a post can be verified by the edit history.
 
This might sound like a dumb question...but what action would be taken by the authorities against someone in the US if they got caught with a Piranha or snakehead?
