TUrtles NEED filter, dechlorinated water and cycled tank. They can survive without it but its the same as putting a betta into a chlorinated bowl. Its animal cruelty. Turtles produce as much waste as an same sized oscar. THey get irritated eyes from chlorinated water (happened to me), and ammonia burns on their skin and shells from prolong exposure to ammonia. PLease dont spread false care information. Its like telling people its good to put betta in a small bowl :(

Actually both of you are rigth! Turtle do best in dechlorinated water, with filter and a cycled tank, but for example if you have one in quarentine, if you change 80% of the water every other day you can skip filter and cycled tank, just like in fish. Asian discus breeders do it all the time. Now except for very delicate species, turtle hatchlings and animals that have a past of never being expossed to it, turtles do just fine on municipal water without anything aded to it, just make shure you make a partial water change. If its a 100% change, then its better to ad something to neutraliza chlorine.
