You don't need a filter if you add the live sand and fill with live rock. Personally if anything was added maybe a protein skimmer. After the live rock you could add a cleanup crew small hermit crabs and turbo snails. Take your time don't rush add live rock gradually. Pickup a Saltwater test kit.

Live sand would be better because the live microorganisms will aid in filtration along with the live rock.
Tbh haven't had a reef setup since the 90's lol. If you can't find what most prefer try Reef Central site.
Buy salt that is for reef and you won't have to worry about minerals. Also recommend purchasing a 5 gallon bucket so you can premix salt and water. Hydrometer will be needed to measure salinity.
