They're hanging out in a similar spot. They are all around each other when eating. Is it normal for the aggression to be intermittent? Does it ever get better? His tail is totally torn. :(

I also realized the other day that my pH has been dropping from just below 7 to 5. I'm fixing this now. Could this affect aggression?

I would retest your ph. Test it right out of the tap to be sure kit is still ok. That would mean tank is crashing.
 
The most common source of a low pH is decaying organic matter such as dead fish (kuhli loaches) or snails, decaying plants, uneaten food or accumulations of other organic matter.

My experiences on a crash a while back, Is when it dropped below 6, because of adding a motherload of malaysian dw & african rootwood. The bioload was quite high due to the fish I had.
 
The water in this city has a pretty much nonexistent KH. It's exceptionally soft, so it doesn't hold the ph.
