Hmmm, it is interesting. I would rather that if they call a flop, and it counts as a tech, that it stays as a tech, and only counts twords that total, instead of adding it to their 6 foul total.
Unless they decide that they want to launch an attack against the flop to completly rid it from the game. Then in this case I would say call it all the time even if it looks close as a flop and add it to their 6 fouls total. I would actually like this better, if as soon as the game starts if it looks like someone is flopping they call a foul, I would rather the error on the side of the flop then the contact. this would provide big incentive to "stop-the-flop" (thank you very much

BTW Onion, I think they should do this in soccer too, if they ever want to legitimately bring it to the States (and I don't know if they do) they have to get the flopping out of the game.
