I don't understand how a Judge can block this. Does the federal government not have to go out of their way to pay cities? Wouldn't it be a simple thing to simply not pay them?

True and my understanding is that there really is nothing to block as its all discretionary plus what hes doing was written into law in the 50's

under the law, the feds can not withhold funding as a way to make a state do what they want.

This prevents the federal government from governing a state. or holding them financial hostage.

I did not say I agree with this judge, just saying trump is going the wrong about it.

In these days and times, having a good law degree and understanding of the law goes a long way in getting what you want done the first time.

Could be procedural. If it's not done a certain way, it's not legal type of thing. Trump has been known to know care for doing things in the correct way, which won't fly as president. Just a guess.

its important to realize or know that most of the laws you are governed by are state laws not federal.
This is why gun laws persay very so much from state to state. while the right to bare arms is a federal law, how each state interprets it and applies the law is up to them.

Washington is a will issue state, meaning you apply, past back ground check they have to issue you a CPL. in California its a may issue state, meaning they do not have to issue CPL if they feel you should not have one. and require you to take a gun safety and training course first along with the background check.

Yep,which is why I don't see constitutional carry coming to pass anytime soon.

maybe in California, here in WA I do not need a CPL to open carry, only conceal carry. but it can not be loaded in a car or other designated places. A CPL is needed for that, and personally i see no reason not to have a CPL if you are going to carry a gun.
