Yes, but that genetic hardwiring...was originally hardwired by people breeding for fighting dogs

Belgian Malinois were not bred specifically for fighting. A working breed that goes far beyond defending their handlers, or taking down bad guys. Still, not a breed that the vast majority of pet owners can handle.
 
I think it's safe to say that virtually any breed that was originally a working dog...will be problematic when that function disappears and is not replaced with some other task by an owner/trainer. Labs have pretty much morphed from Working Retrievers to household pets, ruining the breed in the process.

That by-law is...really something. The dogs themselves are safe from needing to read it, as they only live 10-15 years and would barely have time to complete law school and then read the by-law in its entirety.

I don't know if this will prevent any injuries or attacks, but the city certainly found a way to:

A. Make it look like they are Doing Something about the aggressive dog issue.

B. Keep it vague enough that they can thoroughly and legally...and expensively...slap the pee-pee of any owner, of any dog, if any kind of situation arises.

C. Rake in some cash through licencing and penalties.

I know that I would feel much safer knowing that's on the books.

I like the "aggressive dog" signage angle; I suppose there's a fine for not having one up? I used to have a sign out by the road reading "Dog bites". A neighbour...not a Karen, just a friendly, helpful like-minded individual... pointed out that this might be construed as a tacit acknowledgement that I knew ahead of time that my dog could be aggressive.

I changed it to Dogs Bite. The same neighbour asked how that did any good. I finally put up a second sign reading The Sky Is Blue. Two simple statements of irrefutable fact, apropos of nothing.

My wife made me take them both down. :(

As far as our aggro dog bylaw, I suspect that the vast majority of dog owners in our city do not even realize such a bylaw exists, let alone have taken the time to read it. Except perhaps those that have been on the receiving end of a fine.

That's the Canadian way; have so many laws, and change them so often and so quietly, that literally everybody is breaking the law somehow, sometime. That way, you can fine just about anybody at any time; after all, ignorance of the law is no excuse.
