I think it's safe to say that virtually any breed that was originally a working dog...will be problematic when that function disappears and is not replaced with some other task by an owner/trainer. Labs have pretty much morphed from Working Retrievers to household pets, ruining the breed in the process.
That by-law is...really something. The dogs themselves are safe from needing to read it, as they only live 10-15 years and would barely have time to complete law school and then read the by-law in its entirety.
I don't know if this will prevent any injuries or attacks, but the city certainly found a way to:
A. Make it look like they are Doing Something about the aggressive dog issue.
B. Keep it vague enough that they can thoroughly and legally...and expensively...slap the pee-pee of any owner, of any dog, if any kind of situation arises.
C. Rake in some cash through licencing and penalties.
I know that I would feel much safer knowing that's on the books.
I like the "aggressive dog" signage angle; I suppose there's a fine for not having one up? I used to have a sign out by the road reading "Dog bites". A neighbour...not a Karen, just a friendly, helpful like-minded individual... pointed out that this might be construed as a tacit acknowledgement that I knew ahead of time that my dog could be aggressive.
I changed it to Dogs Bite. The same neighbour asked how that did any good. I finally put up a second sign reading The Sky Is Blue. Two simple statements of irrefutable fact, apropos of nothing.
My wife made me take them both down.
